Local Restrictions Support Grant Schemes

A number of schemes have been introduced by the Government in order to support businesses that have been forced to close due to COVID-19 restrictions. These include the following:

Local Restrictions Support Grant (Closed) (Addendum) and Closed Businesses Lockdown Payment – National Lockdown Restrictions

Applicable Lockdown Periods

  • 5th November 2020 to 2nd December 2020 (four weeks)
  • 5th January 2021 to 15th February 2021 (six weeks)
  • 16th February 2021 to 31st March 2021 (six weeks & two days)

The Local Restrictions Support Grant (Closed) (Addendum) scheme was initially brought in by the Government to provide a business support grant to help businesses that were legally required to close due to National Lockdown Restrictions introduced from 5th November.  This Scheme is still open for applications and businesses are encouraged to apply where they meet the eligibility criteria.  Please apply if you haven’t done so already.

When the Government announces further national lockdown periods (e.g. six weeks commencing 5th January 2021) eligible businesses will be entitled to a further Local Restrictions Support Grant (Closed) (Addendum) payment and a payment under any other schemes that run simultaneously (e.g. a one-off grant under the Closed Businesses Lockdown Payment scheme).  These payments will cover the whole of the applicable lockdown period (please see above).

The grant amounts are determined by the rateable value of the property to which the grant application relates.  Please see the table below.

If you have already received a grant for the November lockdown, you do not need to reapply for the January lockdown grants as it is our aim to make further payments automatically.

Local Restrictions Support Grant (Closed) –Tier 3 Restrictions

Applicable Tier 3 Restriction Periods

  • 3rd December 2020 to 16th December 2020 (two weeks)
  • 17th December to 30th December 2020 (two weeks)

This is for businesses that remain legally required to close due to Tier 3 local restrictions.  The scheme commenced on 3rd December 2020.  Please see above for the applicable Tier 3 periods.

If the business was not mandated to remain closed, it will not be eligible to a grant payment under this scheme.

Examples of business that were legally required to remain closed due to Tier 3 restrictions and may be eligible to apply include the following:

  • Hospitality settings, such as bars, pubs, cafes and restaurants – these businesses are permitted to continue to provide takeaway, click-and-collect, drive-through or delivery services
  • Accommodation (e.g. hotels, B&Bs, campsites, and guest houses)
  • Indoor entertainment and tourist venues. This includes:
    • Indoor play centres and areas, including trampolining parks and soft play
    • Casinos
    • Bingo halls
    • Bowling alleys
    • Skating rinks
    • Amusement arcades and adult gaming centres
    • Laser quests and escape rooms
    • Cinemas, theatres and concert halls
    • Snooker halls.

Local Restrictions Support Grant (Closed) (Addendum): Tier 4

Applicable Tier 4 Restriction Periods

  • 31st December 2020 to 4th January 2021 (5 days)

This scheme is for businesses affected by the Tier 4 restrictions announced by the Government on 19th December 2020.  As this Council did not enter Tier 4 restrictions until 31st December 2020 there is no entitlement to any grant payment before the 31st December.

If you have already received a grant under the November lockdown scheme and the Council believes that you remain eligible for a payment under the Local Restrictions Support Grant (Closed) Addendum: Tier 4 scheme, you do not need to reapply as it is our aim to make further payments automatically.

The closing date for the Local Restrictions Support Grants schemes was 31 March 2021 with the exception for the Local Restrictions Support Grant (Closed) (Addendum) for the period 16 February 2021 to 31 March 2021 which will close on 31 May 2021.  If an application is received for any grant schemes pre-dating 16 February 2021 on or after 1 April 2021 , it will not be considered.


Local Restrictions Support Grant (Open)

The Local Restrictions Support Grant (Open) scheme is for businesses which were not legally required to close and were allowed to open after 2nd December 2020 but were severely impacted by the restrictions by local and/or national restrictions.

The Council has determined that businesses in the hospitality, hotel, bed and breakfast and leisure sectors will be prioritised and which are liable to Business Rates within East Staffordshire Borough Council.  Eligibility is restricted to businesses entitled to and which have received a payment under the Local Restrictions Support Grants (Closed) Addendum scheme for the period 5th November 2020 to 2nd December 2020.  The business must have been open from  2nd December 2020.

Payments will be made automatically to businesses identified as meeting the above conditions in the following amounts:

If your business remained mandated to close after 2nd December 2020, will you not be eligible for a payment under the  Local Restrictions Support Grant (Open) scheme but may be entitled a payment under the Local Restrictions Support Grant (Closed) and Local Restrictions Support Grant (Closed) (Addendum) schemes.  Further detailed eligibility information and how to apply for the grants described above.

Additional Restrictions Grant

The Additional Restrictions Grant is a discretionary grant which is available to businesses that are impacted by Tier 3, Tier 4 or National restrictions.

The second phase of applications for Additional Restrictions Grant is now open for businesses that have been impacted when the national restrictions came into force on 5th November 2020.

Wet-Led Pubs Grant

The Christmas Support Payment is a once-off payment (in additional to other grants to which the business may be eligible) for pubs affected by the Tier 3 restrictions for the period 2nd December 2020 to 29th December 2020 and which can show that less than 50% of their income is from food sales.

You may apply for this Grant in addition to the various Local Restrictions Grant schemes detailed above.

The grant amount that will be paid totals £1000.00.

The closing date for applications under this scheme was 28th February 2021 and we are not taking further application under this scheme.  Any applications received after this date will not be considered.
