Final Made Neighbourhood Plan - 2nd June 2023
In accordance with Regulations 19 and 20 of the Neighbourhood Planning (General) Regulations 2012 the Council hereby inform you that the Abbots Bromley Neighbourhood Plan has now been officially made (adopted), so that it becomes part of the Development plan for the neighbourhood area.

Referendum
The Abbots Bromley Neighbourhood Plan was independently examined in early 2023 and the Examiner recommended that, subject to some modifications, the Plan should proceed to Referendum. The Borough Council agrees with the examiner’s report and agreed to progress the Plan to Referendum via an Executive Decision on 27th February 2023.

The referendum is to take place on Thursday the 4th of May 2023. In Abbots Bromley the polling station is: The Village Hall
If you are eligible to vote in Abbots Bromley Parish (the neighbourhood area) you will receive a poll card confirming your polling station for this referendum. If you do not receive your poll card please contact the helpline on 01283 508376 or email elections@eaststaffsbc.gov.uk (link sends e-mail).
Polling stations are open from 7am to 10pm.

Examination
Under Regulation 17 of the Neighbourhood Planning (General) Regulations 2012, the Abbots Bromley Neighbourhood Development Plan was submitted for examination in late December 2022. The examination began in January 2023 by an independent examiner.
The examination is now complete and the Examiner’s Report has been published.

Regulation 16 Consultation
Under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Abbots Bromley Parish Council has submitted its draft Neighbourhood Development Plan (Neighbourhood Plan) to East Staffordshire Borough Council. In accordance with Regulation 16, the Borough Council would like to invite comments from organisations and individuals on the submitted Neighbourhood Plan. This ‘publicity’ consultation period lasts 6 weeks and runs from 9am Thursday 3rd of November 2022 to 5pm Friday 16th of December 2022.
Abbots Bromley Parish Council undertook consultation on an earlier draft of their Plan from 7th February 2022 to 21st March 2022. Comments made to the Neighbourhood Plan Group from this consultation helped inform changes to the document now submitted to East Staffordshire Borough Council.
The Neighbourhood Plan, written by a group made up of members from the community proposes a number of policies including: Design and Heritage, Employment and Community, and regarding the Natural and Green Environment.

Following the Regulation 16 publicity period, any representations made will be passed to the independent examiner. This means that they will only be considered within the remit of the independent examination (i.e. whether the neighbourhood plan proposal meets the basic conditions).
It is the responsibility of the Borough Council to collate all the representations and pass them on to an independent examiner, who will look at them and the Plan documents when assessing whether the plan meets the legislation and can therefore proceed to referendum.

Regulation 14 Consultation
7th February 2022 to 21st March 2022
This is a formal consultation on the Pre-Submission Abbots Bromley Neighbourhood Plan in accordance with Regulation 14 Neighbourhood Planning (General) Regulations 2012. This consultation runs from 7th February 2022 until 21st March 2022
The Neighbourhood Plan draft does not allocate land but provides a suggested set of policies which would guide future development. Amongst others it contains policies on Sustainable Design and Character in the village, development principles for the Former Abbots Bromley School Site and the incorporation of high speed broadband into new development.
After this consultation, the Parish will consider the responses and decide how to amend the plan ready for external examination, working with ESBC. The plan will need to pass examination and a local referendum to become ‘made’ (i.e. part of the Development Plan for the area).

Prior to the Regulation 14 Consultation
Further work is being carried out on the Abbots Bromley Neighbourhood Plan. 96 responses were received from the initial questionnaire and the results were presented at the parish Assembly on May 18th. The main issues that will now be looked into in more detail include traffic, transport, parking and housing. Other key issues coming out of consultation are open space, heritage and the environment. Up to date information is available on the Abbots Bromley website.
Designation
Abbots Bromley Parish Council’s application to the Borough Council for the Parish to be designated as a neighbourhood area was approved on 8th October 2015 following a 4 week consultation period. This now paves the way for Abbots Bromley to begin preparing their Neighbourhood Plan in earnest.
Abbots Bromley Parish Council has applied to East Staffordshire Borough Council to become a designated Neighbourhood Area as required by section 5 of the Neighbourhood Planning (General) Regulations 2012.
As required by section 6 of the regulations ESBC are consulting on the proposed Neighbourhood Area for 4 weeks, from Wednesday 9th September to Wednesday 7th October 2015 at 5pm.
