On 1st February 2016, East Staffordshire Borough Council resolved that the Stretton Neighbourhood Plan be ‘made’ and it now formally becomes part of the Borough Council’s Development Plan. It will be used to guide planning decisions in Stretton Parish.

On January 28th 2016, Stretton voters overwhelmingly said ‘Yes’ to their Neighbourhood Plan, when a very impressive 30% of the electorate turned out and 95% voted in favour of the Borough Council “making” the Plan and using it to help decide planning applications.

The Stretton Neighbourhood Plan was independently examined earlier this year and the Examiner recommended that, subject to some modifications, the Plan should proceed to Referendum. The Borough Council agrees with the Examiner’s report and voted to progress the Plan to Referendum at the Cabinet meeting on 14th December 2015.

Representations made during the August – September 2015 Consultation
At the East Staffordshire Borough Council Cabinet meeting on Monday 17th August 2015 the Council resolved to publish a decision statement that sends the Stretton Neighbourhood Plan back to Submission Consultation. Retreating to submission consultation is the result of significant changes made to the plan, contrary to the examiners recommendations. Therefore in accordance with section 16 of the Neighbourhood Planning (General) Regulations 2012 East Staffordshire Borough Council hereby invite feedback from organisations and individuals on the amended Stretton Neighbourhood Development Plan. The consultation period has now closed. The consultation period lasted for 6 weeks and ran from Wednesday 19th August 2015 to Wednesday 30th September 2015 at 12 noon.

It is the responsibility of the Borough Council to collate all the representations and pass them on to the independent examiner, who will look at them and the plan documents when assessing whether the plan meets the legislation and can therefore proceed to referendum. It is estimated that the amended Neighbourhood Plan will be examined in October 2015.

In accordance with section 16 of the Neighbourhood Planning (General) Regulations 2012 East Staffordshire Borough Council invites feedback from organisations and individuals on the Stretton Neighbourhood Development Plan. The consultation period lasted for 7 weeks and ran from 8th December 2014 to 26th January 2015.
A draft version of the document underwent consultation between April and May 2014 by Stretton Parish Council. Comments made to the Parish Council from this consultation helped to inform changes to the document submitted to East Staffordshire Borough Council. The Neighbourhood Development Plan, written by Stretton Parish Council and working group proposes a number of policies including ones on heritage assets, wildlife and open spaces.

Stretton Parish Council have published their Draft Neighbourhood Plan for consultation. The consultation period ran for six weeks from Monday 14th April and closed at 5pm Friday 23rd May 2014. If you live, work or have any interests in land in Stretton, make sure you read this Plan and use this opportunity to comment on its policies and content. Together with a summary leaflet, a representation form and the screening report for a Strategic Environmental Assessment. If you have friends who will want to reply in writing or direct by e-mail, contact details are given on the above site for doing this.
Following the consultation the comments will be considered by the Parish Council and the Plan will be amended accordingly. They will then submit the Plan to East Staffordshire Borough Council in accordance with the Regulations, and there will be a further 6 week period for consultation before the Plan is examined by an independent examiner. Once any further amendments have been made the Plan will be the subject of a local Referendum, and then “Made” (that is, formally adopted as part of the Council’s suite of Development Plan documents) by the council and used to determine planning applications in the Parish.”
Stretton Parish Council consulted on an issues and options document between July and September 2013.
Along with ten other parishes in East Staffordshire Outwoods was designated a Neighbourhood Area in December 2012 and was also awarded £20,000 of front runner money to assist the parish in writing the plan.
