In accordance with Regulations 19 and 20 of the Neighbourhood Planning (General) Regulations 2012 the Council hereby inform you that the Winshill Neighbourhood Plan has now been officially made (adopted), so that it becomes part of the Development plan for the neighbourhood area.

Referendum Result
Referendum
The Winshill Neighbourhood Plan was independently examined earlier this year and the Examiner recommended that, subject to some modifications, the Plan should proceed to Referendum. The Borough Council agrees with the examiner’s report and agreed to progress the Plan to Referendum via an executive Decision on 28th November 2017.
The referendum takes place on Thursday 25th January 2018. In Winshill the polling stations are:
- Burton PRU
- Winshill Village Primary School
- Holy Rosary Primary School
If you are eligible to vote in Winshill Parish (the neighbourhood area) you will receive a poll card confirming your polling station for this referendum. If you do not receive your poll card please contact the helpline on 01283 508376 or email elections@eaststaffsbc.gov.uk . Polling stations are open from 7am to 10pm.

Regulation 16 Consultation
Under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Winshill Parish Council has submitted its draft Neighbourhood Development Plan (Neighbourhood Plan) to East Staffordshire Borough Council. In accordance with Regulation 16, the Borough Council would like to invite comments from organisations and individuals on the submitted Neighbourhood Plan. The consultation period ran from Friday 16th June to Friday 28th July 2017 at 5pm.
The Neighbourhood Plan, written by a group made up of members from the community and from Winshill Parish Council, proposes a number of policies on heritage, the town centre and Local green Spaces, amongst others.
The Neighbourhood Development Plan submission is split into three main documents:
- Winshill Neighbourhood Development Plan
- Basic Conditions Statement (including SEA and Compatibility with EU regulations) and Screening Opinion
- Consultation Statement
It is the responsibility of the Borough Council to collate all the representations and pass them on to an independent examiner, who will look at them and the Plan documents when assessing whether the plan meets the legislation and can therefore proceed to referendum.

Regulation 14 (Draft Plan) consultation
Having canvassed the views of residents and businesses in Winshill through a questionnaire, the Parish Steering Group have now produced a draft Plan which is out on Regulation 14 consultation from 13th October to 3rd December 2015.

Designation
Winshill Parish Council is seeking designation as a ‘neighbourhood area’ so that it can start preparing a Neighbourhood Plan. This was advertised for consultation, in accordance with the Regulations, where the consultation closed on 14th April 2014. Winshill was designated a neighbourhood area for the purposes of preparing a neighbourhood plan on 24th April 2014.
