What is the brownfield site register

Local planning authorities have a duty to prepare, maintain and publish a register of previously developed land (brownfield land) which is suitable for residential development. The register must be reviewed at least once each year.

The Government is committed to maximising the number of new homes built on suitable brownfield land, National Planning Policy Framework states: “Local planning authorities, and other plan-making bodies, should take a proactive role in identifying and helping to bring forward land that may be suitable for meeting development needs, including suitable sites on brownfield registers or held in public ownership, using the full range of powers available to them”

Town and Country Planning (Brownfield Land Register) Regulations 2017 makes provision for local authorities to prepare, maintain and publish a register of brownfield land. The register should identify previously developed sites in the borough that we have assessed as being suitable for housing.

The register comprises a standard set of information, prescribed by the Government that will be kept up-to-date, and made publicly available. The purpose of the register is to provide certainty for developers and communities and encourage investment in local areas. The registers will then be used to monitor the Government’s commitment to the delivery of brownfield sites.

If the site no longer needs to be listed (for example, if the site has been built on), it should remain on the register for historical reasons and not be deleted. This is called ‘End Dating’, each year the register is checked for those sites which should be end dated.

The Brownfield Register is published under the Open Government Licence and is available in the following format:

 The register comprises:

  • Brownfield sites that have been granted planning permission and are either not started or under construction (with no residential units completed or none very near completion).
  • Brownfield sites that are allocated for residential development in our Adopted Local Plan (2012-2031) that have been assessed as being deliverable and developable against the criteria in the National Planning Policy Framework.
  • SHLAA Sites that have been assessed as being deliverable and developable against the criteria in the National Planning Policy Framework.
  • SHLAA Sites that were removed from previous SHLAA reports due to them being under the threshold or being retained for employment use at the time.
  • Othe suitable Brownfield sites.

The Brownfield sites register was updated in December 2023.

The Brownfield sites

A total of 73 sites are included on the register. This includes the 7 sites end dated in 2020, 8 sites end dated in 2021, 4 sites end dated in 2022 and the additional 10 sites end dated in 2023, these are identified in the table above. Of the 73 sites, there are 44 valid (not end dated) sites for this monitoring period, of which 7 are new sites which did not feature on last year’s register (site ref: ESBC-BR78 to ESBC-BR84).

The information relating to ESBC-BR11,ESBC-BR24, ESBC-BR30 and ESBC-BR40 has been amended to reflect new applications covering the same sites which were either submitted or granted permission during the monitoring period.
