In accordance with Regulations 19 and 20 of the Neighbourhood Planning (General) Regulations 2012 the Council hereby inform you that the Marchington Neighbourhood Plan has now been officially made (adopted), so that it becomes part of the Development plan for the neighbourhood area.

Referendum

The Marchington Neighbourhood Plan was independently examined earlier this year and the Examiner recommended that, subject to some modifications, the Plan should proceed to Referendum.  The Borough Council agrees with the Examiner’s report and agreed to progress the Plan to Referendum via an Executive Decision on 28th July 2016.

The referendum takes place on Thursday 15th September.  In Marchington the polling stations are: Marchington Village hall and Marchington Woodlands Village Hall.

You will receive a poll card confirming your polling station for this Referendum.  If you do not receive your poll card, please contact our helpline on 01283 508376 or email elections@eaststaffsbc.gov.uk.  Polling stations are open from 7am to 10pm.

Regulation 16 Consultation

Under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Marchington Parish Council has submitted its draft Neighbourhood Development Plan (Neighbourhood Plan) to East Staffordshire Borough Council.  In accordance with Regulation 16, the Borough Council would like to invite comments from organisations and individuals on the submitted Neighbourhood Plan.  The consultation period lasts 6 weeks and runs from Thursday 7th April 2016 to Friday 20th May 2016.

Marchington Parish Council undertook consultation on earlier drafts of their Plan, the most recent being between 4th January and 16th February 2016. Comments made to the Parish Council from this consultation helped inform changes to the document now submitted to East Staffordshire Borough Council.  The Neighbourhood Plan, written by a group made up of members from the community and from Marchington Parish Council, proposes a number of policies on housing, protecting historic character, green spaces and community facilities.  

The Neighbourhood Development Plan is split into four main documents:

It is the responsibility of the Borough Council to collate all the representations and pass them on to an independent examiner, who will look at them and the Plan documents when assessing whether the plan meets the legislation and can therefore proceed to referendum.

Regulation 14 consultation re-run in January/February 2016

In accordance with Regulation 14, a full draft version of the NP was the subject of formal consultation for a period of just over 6 weeks from 28th September 2015 to 10th November 2015. That consultation was successful, but were some issues to address. The public response was very supportive and there was no need for significant alteration to policies. There was a good response from statutory consultees and helpful suggestions were made, but there were also some substantive comments, as summarised below, which required changes:

  • Borough Council requirements that new housing sites in the village reflect the adopted Local Plan and that housing is not promoted on the former Barracks,
  • Environment Agency concerns over the Barracks,
  • Concerns over the industrial estate policy.

Accordingly, a second (Regulation 14) consultation is being held over a 6 week period, running from Monday 4th January to Tuesday 16th February 2016.

Draft Plan consultation (Regulation 14)

The Marchington Neighbourhood Plan has now reached draft, or Regulation 14 consultation.  This is the first statutory consultation period on the Neighbourhood Plan for Marchington Parish.  The consultation period is from 28th September to 8th November 2015.

Designation

Marchington Parish Council applied to East Staffordshire Borough Council to become a designated Neighbourhood Area as required by section 5 of the Neighbourhood Planning (General) Regulations 2012. The Neighbourhood Area was approved on 7th April 2014.

ESBC officially publicised the designation application as required by section 6 of the regulations. The publicity period for designation ran from Monday 10th February and closed on Monday 24th March 2014 at 5pm.
